Background

The Iraqi Red Crescent Society (IRCS) is continuing to strengthen its institutional capacity under National Society Development (NSD) priorities. A core pillar is establishing and operationalizing a robust Planning, Monitoring, Evaluation and Reporting (PMER) function to improve performance management, quality assurance, accountability, learning, and internal/donor reporting across IRCS operations and branches.

Purpose of the Assignment

IRCS is seeking a qualified service provider to:

  • Manage the PMER Department as an embedded interim function (Interim Department Head/Manager) under IRCS leadership; and
  • Design, institutionalize, and operationalize IRCS PMER systems, tools, capacities, and reporting products, with full handover by the end of the contract.

Scope of Work (Summary)

The selected service provider will be responsible for the following workstreams:

A. PMER Department Management (Embedded)

  • Provide a senior team leader to act as Interim PMER Department Head/Manager (embedded) to oversee day-to-day PMER department operations.
  • Establish departmental workflows, internal coordination routines, and performance tracking.
  • Mentor IRCS PMER staff and branch focal points and implement a phased handover/sustainability plan.

B. PMER Systems, Tools & SOPs

  • Conduct a rapid PMER systems and capacity assessment (HQ and sample branches) building on the previous ones
  • Develop/upgrade IRCS PMER framework and toolkit (RBM/results framework, indicator sheets, M&E plan templates, DQA tools, reporting templates).
  • Develop/upgrade PMER SOPs (planning, monitoring, evaluation, reporting) and support adoption and dissemination.

C. Capacity Strengthening (HQ & Branches)

  • Deliver practical training/coaching/ToT for HQ and branches using IRCS programs as case studies.
  • Establish a functioning network of branch PMER focal points and standardized reporting flows.

D. Data Management & Dashboards

  • Establish/upgrade a secure and user-friendly PMER data solution (database/dashboard), with data governance and access controls.
  • Train IRCS users and transfer system admin rights and documentation.

E. Reporting, Learning & Evaluation

  • Set a reporting calendar and improve the quality and timeliness of internal and donor reporting.
  • Deliver quarterly performance briefs and support one annual results product.
  • Support at least two evaluations/reviews (as agreed with IRCS) and facilitate learning products/events.

Key Deliverables (Minimum)

  • Inception report and 12-month implementation workplan (Month 1)
  • PMER department package (workflows, coordination model, capacity transfer/handover plan) (Month 2–3)
  • PMER framework/toolkit, SOPs, and reporting calendar/templates (Month 3–4)
  • PMER data solution piloted and rolled out with governance and training (Month 4–8)
  • Quarterly performance briefs and mid-term review (Month 6)
  • Two evaluations/reviews completed and learning products delivered (Month 7–12)
  • Final handover package and final report (Month 12)

Required Qualifications (Company/Firm)

  • Demonstrated experience (minimum 5 years) in PMER/MEAL/RBM systems strengthening for humanitarian/development organizations.
  • Proven experience establishing and/or managing PMER/MEAL functions, including SOP/toolkit development and institutionalization.
  • Experience in complex contexts and with decentralized/branch structures.
  • Ability to deliver Arabic and English outputs/training (or provide bilingual staffing).
  • Capacity to deploy an embedded Team Leader with sufficient presence in Baghdad and planned branch missions.

  • Team Leader / Senior PMER Expert (to serve as Interim PMER Department Head/Manager)
  • PMER/MEAL Specialist(s)
  • Information Management / Data Specialist (database/dashboard)
  • Capacity Strengthening/Training Specialist
  • Additional short-term expertise as needed
