Job purpose
| Working as a member of the senior management team of the IRCS, The Finance Manager is responsible for strategic and operational leadership of IRCS’s financial management function. This includes planning, controlling, reporting, and safeguarding financial resources while supporting program delivery and organizational sustainability. The role ensures: Sound financial stewardship and accountability Compliance with IRCS policies, donor agreements, and audit standards Reliable financial information for decision-making Continuous strengthening of financial systems, controls, and staff capacity The Finance Manager: Has delegated authority over financial operations within approved budgets and policies. Authorizes financial transactions in line with the delegation of authority matrix. Recommends financial policies, procedures, and system improvements to senior management. Represents IRCS on financial matters with auditors, donors, and Movement partners. |
Job duties and responsibilities
| Financial Strategy & GovernanceContribute to IRCS’s overall strategic planning through financial analysis and advice.Support senior management and governance bodies with accurate financial insights and risk assessments.Ensure financial governance structures are effective, documented, and applied consistently.Promote a culture of accountability, transparency, and compliance across the organization. B. Financial Management & Accounting Oversee the complete accounting cycle, ensuring accuracy, completeness, and timeliness.Ensure all transactions are properly authorized, documented, recorded, and archived.Maintain compliance with applicable accounting standards and IRCS financial regulations.Ensure monthly, quarterly, and annual financial closings are completed on time. C. Budgeting, Forecasting & Financial Analysis Lead the annual budgeting process, including consolidation of HQ and branch budgets.Support programme and support departments in realistic and compliant budget preparation.Monitor budget performance and analyze variances, trends, and risks.Prepare rolling forecasts and cash flow projections to support operational planning.Advise management on budget reallocations and corrective actions where needed. D. Donor Finance & Grant Management Ensure full compliance with donor agreements, including eligibility of costs and reporting timelines.Review and validate project budgets, financial reports, and donor financial annexes.Monitor donor expenditure and burn rates to minimize under/overspending risks.Support donor audits, spot checks, and financial reviews.Provide financial guidance to programme teams during project design and implementation. E. Internal Controls, Risk Management & Compliance Design, implement, and monitor strong internal control systems at HQ and branch levels.Ensure segregation of duties and compliance with delegated authorities.Identify financial risks and propose mitigation measures.Regularly review compliance with policies on cash, banking, procurement, and assets.Support fraud prevention, detection, and response mechanisms. F. Cash, Banking & Treasury Management Manage IRCS bank accounts and cash resources efficiently and securely.Monitor cash positions to ensure operational liquidity at all times.Oversee cash advances, settlements, and reconciliations.Ensure timely bank reconciliations and resolution of discrepancies.Coordinate with banks and financial institutions as required. G. ERP / Financial Systems Management Ensure effective use and integrity of the ERP/accounting system across IRCS.Lead system roll-out, upgrades, and improvements in coordination with IT and partners.Ensure system-based controls are applied and respected.Promote data quality, timely postings, and standardized reporting.Support system user training and troubleshooting. H. Audits & Financial Reviews Act as primary focal point for internal and external audits.Coordinate audit preparations and ensure availability of documentation.Lead responses to audit findings and ensure timely implementation of recommendations.Track audit action plans and report progress to management and governance bodies. I. Branch & Field Financial Oversight Provide technical oversight and support to branch finance teams.Ensure standard financial procedures are applied consistently across branches.Conduct field visits to review financial practices and provide on-the-job coaching.Support branch-level budgeting, reporting, and capacity development. J. Team Management & Capacity Building Lead, supervise, and motivate finance staff at HQ and branches.Ensure clear roles, responsibilities, and performance objectives for finance staff.Identify capacity gaps and organize targeted training and coaching.Promote knowledge sharing and continuous improvement within the finance function.Support development of finance manuals, SOPs, and training materials. K. Coordination & Representation Work closely with Programme, Logistics, HR, and Administration departments.Coordinate financial matters with IFRC, ICRC, Partner National Societies, and donors.Participate in coordination meetings and financial working groups as required.Represent IRCS professionally in financial discussions with external stakeholders |

Position Requirements
| Technical qualifications |
| Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field from a recognized university. |
| A Master’s degree in Finance, Accounting, Business Administration, or a related discipline is an advantage. |
| Experience |
| Minimum 8–10 years of progressively responsible experience in finance and accounting. |
| At least 4–5 years in a senior or managerial finance position, preferably within an NGO, humanitarian organization, or donor-funded environment. |
| Demonstrated success in coordination and management of human resources, financial management, administration, logistics and IT services |
| Extensive experience of writing narrative & financial reports |
| Proven experience managing multi-donor and multi-project financial portfolios. |
| Experience of and ability to use manual accounting systems |
| Demonstrated hands-on experience using Microsoft ERP systems (preferably Microsoft Dynamics NAV, Business Central, or Dynamics 365 Finance) for accounting, budgeting, reporting, and financial controls. |
| Proven experience in overseeing ERP-based financial operations, including general ledger, accounts payable/receivable, bank and cash management, fixed assets, and project accounting. |
| Experience in managing or supporting ERP implementation, roll-out, upgrade, or optimization in an NGO or multi-branch organization. |
